8.4 Demolition

In many cases, a developer that is required to deal with industrial heritage considers, first and foremost, how to remove it from the registry of monuments and demolish it: Very few are prepared to consider how to convert and transform a building. Instead, the preference is for a fast profit, and it is much cheaper and more profitable to erect a new building on these valuable sites. Moreover, the state provides no special incentives, such as preferential loans or tax breaks, for entrepreneurs to conserve the old buildings (cf. Minchenok & Cecil, 2012).

As result, in the historic city center, many of the industrial buildings have been demolished to make way for high-end apartments and hotels. Entire blocks are redeveloped as so-called elite districts. The most ambitious projects target enterprises situated on the embankments of the Neva River, outside the historic center: Precisely because of the “lovely” views they offer of the center, developers have already built or plan to construct high-rise buildings and even skyscrapers in their place (cf. Kurbatov, 2008; Lisovskij, 2009).
